Pak GHQ on collision course with Parliament

Pakistan army's General Headquarters (GHQ) appears to be on a collision course with the country's National Assembly (Parliament) with the lawmakers resenting its new assertiveness.

The GHQ has postponed the security briefing scheduled for Parliament’s Defence Committee on Thursday (22 Apr) without citing any reasons, the DawnNews TV reported. The briefing was arranged to apprise the lawmakers of the ‘War on Terror' and the border situation.

The Parliamentarians, who have just clipped the wings of the President, were told that they would be taken to the GHQ in a special bus, but a few members had reservations to visit the army headquarters for the briefing.

Initially, the Committee summoned Army’s top brass to brief the lawmakers but the army officers  refused to visit Parliament House citing security concerns.
 
In recent months, the low profile, generally publicity shy Army chief, Gen. Kayani, has emerged as a strong man and his new role has been acknowledged by Washington at the US-Pak strategic dialogue. He was the main focus of the Pak delegation, though the leader was Foreign Minister Qureshi.

In the run up to the 'dialogue', the General held 'briefings' to the Foreign Secretary and other top civilian officials at the GHQ. This was unusual even by Pakistan standards where the army had ruled the country for almost forty of its sixty- three year long existence as an independent country.
